A Text for Prophetic Writings

I was reading through Kings recently and found this text, which I thought was quite interesting for our understanding of how Scripture outside the Torah may have been authoritative for the ancient Israelites.  The text is from 2 Kings 17.9-13, and it appears in the context of the exile of Israel in the ninth year of Hoshea because of their idolatry:

The people of Israel did secretly against the Lord their God things that were not right…They did wicked things, provoking the Lord to anger, and they served idols, of which the Lord has said to them, “You shall not do this.”  Yet the Lord warned Israel and Judah by every prophet and every seer, saying, “Turn from your evil ways and keep my commandments and my statutes, in accordance with all the Torah that I commanded your fathers, and that I sent to you by my servants the prophets.”

For me, the most interesting part of this text is that the Lord commanded the people Torah through the prophets.  This implies, 1) The current generation should have been familiar with the Torah given to their fathers (it existed!), 2) The prophets continued to teach Torah from its first giving until the current generation.  This seems to be in accordance with one theory which says that the Torah is the core program of the OT literature, with Prophets and Writings sections exegeting and complementing the Torah and applying it to new generations of Israelites.  Other options are certainly available….I just find it interesting.  Any thoughts?
